Thirlwall Inquiry findings into Lucy Letby published today

The findings of the public inquiry into how Lucy Letby was able to repeatedly murder and harm babies are published later today. The inquiry examined what happened at the Countess of Chester Hospital between 2015 and 2016, where Letby worked as a neonatal nurse. It was not tasked with re-examining her guilt — only how concerns raised about her were handled by the hospital, and whether action could have been taken sooner.

• Letby, now 36, is serving 15 whole-life prison terms for murdering seven babies and attempting to murder seven others (including one baby she tried to murder twice).
• She was moved off the neonatal unit to administrative duties in July 2016 after consultants complained to the executive team — the inquiry examined whether alarm bells should have rung earlier, for example after three babies died in quick succession in June 2015.
• Led by Lady Justice Thirlwall; six months of evidence, thousands of documents, cost over £18.5m. Expect findings of significant safeguarding failures and NHS-wide recommendations.
• The Criminal Cases Review Commission — the only body able to send the case back to the Court of Appeal — says it will pay close attention. Letby has twice been denied permission to appeal.

State pension likely to rise by £488 a year in April

Average wage growth including bonuses slowed to 3.9% between May and July (ONS), which — thanks to the triple lock — sets the likely uprating:

• If confirmed, the flat rate passes the £12,570 personal allowance and becomes liable for income tax. Labour has pledged pensioners relying solely on the state pension won't be chased for returns.
• Resolution Foundation (Ruth Curtice): the triple lock creates a "ratchet effect" — pensioner living standards have grown three times faster than typical workers' over 20 years.
• Not confirmed until September inflation data next month. Inflation currently 2.9%, not expected to exceed the wages figure.
• ONS labour market: unemployment unchanged at 4.9%, but vacancies and payroll employees fell.

Reform UK's £72m donations row rolls on

Reform announced over the weekend it had received two donations of £36m each — the largest in British political history — from British businessmen Ben Delo (crypto billionaire) and Christopher Harborne, both of whom have until recently lived abroad.

• Farage says there is "no question" they are legal "as it stands", refuses to detail residency, and calls retrospective criminalisation impossible: "This cannot be." He threatened to retaliate by limiting trade union donations if elected PM.
• The Representation of the People Bill, debated in the Lords on Monday, caps donations from Britons living overseas at £100,000, and requires donors to have been UK-registered by 25 March 2026 to escape the cap. Returnees must wait at least a year before giving more than £100k.
• TUC conference in the same week: general secretary Paul Nowak branded Reform a "party for sale" and the donations "a crisis for democracy"; Unite's Sharon Graham wants a £500k–£1m cap on UK-resident donations. "Westminster's time is coming to an end" — nationalist first ministers

For the first time since devolution, Wales, Scotland and Northern Ireland all have first ministers who want to leave the UK. Rhun ap Iorwerth (Plaid Cymru), John Swinney (SNP) and Michelle O'Neill (Sinn Féin), plus Sinn Féin president Mary Lou McDonald, signed a memorandum of understanding on Monday.
